I thought I had a ticket for this in the repo, but apparently I don't.

Users want single-access to a publication, regardless of changes in publication history. So, grouping multiple titles/LCCNs in a single entry point.

Uniform titles have been discussed in the past in the ONI group and at UO (Karen and Sheila).

Need to discus in grant work? Please edit/move/delete ticket as you see fit. Documenting here for now.
