Brief description of the feature and motivation behind it
The effects tab should be hidden when users upload GIFs, since adding any edit (enhance, crop, rotate) to a GIF breaks its animation. This has led to a lot of confusion with my customers.
This should be implemented to avoid confusing customers, who drag and drop GIFs thinking they can edit them, only to find out that making any edits breaks the GIFs animation.
I'm not aware of a way to disable the effects tab after a user uploads a GIF.
