long %behning sometimes with app upgrade

Sometimes when I upgrade an app it behns for ages. With |verb on I see:

A couple of questions:

• What app? Does this happen with multiple apps?
• Does the app eventually succeed or fail?
• Can you be more specific about the steps that lead to this (how specifically did you upgrade the app?)

• It happens with multiple apps
• it eventually succeeds after a couple of minutes of behning
• it happens with automatic updates over ames and I think it happens with direct commits as well but I can't remember 100%

I have also observed hilariously long behn-ing during app upgrades. Cannot confirm whether it's the exact same verb trace, but seems likely.

Worth noting that the upgrade system fix (#5897) overhauls most everything in this area, so may or may not fix the underlying issue here.
