Added a README to help other people in the future who might want to use this.
The steps described here allow me to run the library in a fresh package. My only regret is that I'm not able to give particular requirements in terms of which Windows SDKs and Visual Studio tools need be installed (I installed a whole bunch in the course of setting up
noble-uwpand can't tell if they're necessary for this library)
