Migration plan for xmlgen, quarterly reporting tool #25

Identify what should happen to the xmlgen tool that DOJ uses for agency quarterly reporting. As this is part of www.foia.gov, it should be included in the overall foia.gov integration plan. This story does not say that the tool should be migrated, only that we need to identify a solution for it's integration. That could be "we'll treat it similar to the reporting back end and leave it where it is".

The xmlgen tool consists of a dozen files, ~2k lines of php, plus a forms library and some jquery and Twitter bootstrap code.

DOJ said they were including xmlgen in their cloud migration plan. Closing.
