docs: Add Bengali publishing.md , refactor and clean Readme.md

Fixes done

1. Added Bengali translation of existing Publishing guidelines.
2. Removed unnecessary closing brackets in the Readme.md file in the documentation .

3. Updated docs link in the Bengali readme file for easy navigation.
