Add missing environment variables as helm chart values

Some services in lagoon-core (particularly the api service) have support for environment variables which are not currently exposed by the helm charts values.

We should audit those environment variables and make sure that the values can be set as helm values. Once that is done we should be able to remove the additionalEnvs helm values field.
