Plugin API

The current list of API's to include

• Event API. Allow usmu core and other plugins to send events to each other and receive data back
• Alter API. Allow for a hook type which allows editing data before usage.

Hooks to provide from usmu core:

• New commands.
• Affect init output.
• Add files to site output.
• Add 'commands' to scripting languages, eg. Provide a method for including external partials #9
• Modify configuration.

Things off the table:

• New template types (can be added via the Tilt API)
