(just opening issues so I don't forget them, these are all 'low priority' ig)

Event and stream creation should be done at the C++ layer.
This would avoid the need for this awful workaround: https://github.com/ut-parla/parla-experimental/blob/main/src/python/parla/cython/scheduler.pyx#L208
