Modiefied the build of the lib to generate a list of all the director… …ies to package since doing it indviually resulted in the last one to be packaged being the only thing in the lib on windows. Docs make it sound like it should add them to an existing when using /OUT. Modified the setup to detect depot_tools installed and skip that step. Upped the v8 version to latest 11.7
