add shortcuts to bins

in preparation to work on #2570

Simply adds shortcuts to the bins, so it's easier to find shortcuts when intersecting with avoid_polygons.

• Add #fixes with the issue number that this PR addresses

Any idea why this really simple test works locally but not in CI?

too stupid for initialization.. fixed.

this build passed before and it is of very limited scope. ill note that this will increase the size of the tiles by a couple hundred megabytes for the planet but when you're talking about a 60GB file a copule hundred megabytes doesnt even register.
