Following up on #3519 (comment), we should consider reducing this interval, or requiring it upon configuration. A strategy for Vector is to offer high-resolution, real-time insight. I don't want to needlessly hinder this objective if we don't have to.

10s is common. What does Vector use currently?

We use 15s currently. I did note that telegraf's default is 10s.
