Minimal C# client support #32

This PR contains some fixes to most of the problems described in #31

It does not help with the two first points, SSL and /addresses endpoint
It does not implement proper Incremental Feed support, but contains a "hack" which allows the C# client to load partition key ranges

Invalid casing causes NullReferenceException in C# Cosmos client

Otherwise C# Cosmos client will throw NullReferenceException

Otherwise Cosmos C# SDK will throw null exceptions Add more metadata including queryEngineConfiguration
