Update istandbul and fload versions, to remove most vulnerabilities

I've tried updating to the latest Hydro-Silent version (shows 2.0.0 in the package.json file), but npm shows the latest as 1.0.1 🤷‍♂️ . Maybe the latest version needs to be pushed @vesln .
