In 2.6.0 nightly, since “start with” is supported, why not “not start with”, except “not start with” is also written in PR.

The original description in #2906 has been modified.
It is intended to disable to use not start with as the filter in LOOKUP since the expression cannot be pushed down.
This decision is made during an offline discussion with @bright-starry-sky
