We designed our tap management assuming that taps need to be re-created upon restoring a VM from a snapshot. This disallows restoring more than a single VM per snapshot per host.

Firecracker released detailed guidelines that advocate for using different namespaces for restored VM clones that allow keeping the same tap and virtual IP for all the clones.
