The LockscreenLocker Android application allows the user to control whether or not the camera and app widgets are availabile on the lockscreen. Offering these things on the lockscreen was added to Android 4.2, but the correspoding ability to control the capability was not added to the Settings app.
This is version v0.9.0 of this application, meaning it will be published shortly.
