Is there some way to use syntastic on files access with netrw/scp? If there is not, then could this feature somehow be added?

This is in the realm of netrw, not syntastic.

This commit is the first draft of a PoC on how it is possible to have syntastic
work with remote files (so bcvi + netrw + syntastic = win!)

Feedback welcome!

I would tend to disagree. Syntastic works on files where it could work on buffers. If it would check the local buffers, it would integrate flawlessly with netrw.
I wrote a PoC which works for me. I'll be happy to improve it as I've never coded/hacked a vim plugin before: #1034
