If i make the window the smallest it can be and drag it wider (without making it talling) it jumps to a certain height when the menu wraps.
So when there is not enough room for the Help menu to be on the same line as the others menus it wrap to the second line which for some reason adds 2 pixels to the window height and make the window jump higher.
For each ekstra line in the menu 2 pixels are added to the window height.
Windows 7 classic theme + Vim 8.1 (1-565) 64-bit.
