Change apply_light_string state to 1

I was trying it out and the controller seems to struggle less with receiving constant runpattern commands if the are sent in state 1 instead of 3

I really need to double check again on how this works. I keep swearing I see different result on different states. I'm gonna hold off on this until I'm more sure. This primarily only really matters if you are trying to do many requests in a row
