DirectionRules: Camera rules for battle switching

* When switching the focus from one race battle to another,
  always select a 'LookingAtCar' camera.  Whilst in the battle,
  resume normal camera selection.

  This provides the viewer a clearer understanding of the battles.
  Avoids the confusion, when an in-car camera is selected, and a
  battle change happens - it may not be clear that a new battle
  has been selected.
