Add limits for all CAP entities

Proposed changes

• Add limit convars in the administration menu for all available entities.

Explanation

I've noticed that not all entities (e.g. Anti-Prior Device) this addon provides have limit settings within the Cap Limits section of the administration menu. All entities need to be gone through and checked that they have the appropriate config and limit options available.

Evidence

As far as I can tell from just scrolling through this section of the administration menu, there is no limit option for some entities like mentioned above.
