Use latest keycharm

The latest version from vis-timeline depends upon keycharm version ^0.3.0, while ngx-vis depends upon version ^0.2.0.

ngx-vis should update it's peerDependency to version ^0.3.0

Additional context
As far as I can tell keycharm version 0.3.0 adds TypeScript types and has no breaking changes.
