chore(bench): extract ChainableBenchmarkAPI type

Description

This PR extracts a new type ChainableBenchmarkAPI from BenchmarkAPI. This prevents display of incorrect type hints for bench.runIf.runIf, bench.runIf.skipIf, bench.skipIf.runIf and bench.skipIf.skipIf.
