This seems to be the case on Nixos 23.05 at least, and if it is so, the user must fully login every time they start openconnect-sso. This commit makes openconnect-sso use a non-default profile with named storage slot "openconnect-sso", so it saves the session data whether the default profile is offTheRecord or not.
FTR, I have also prepared a NUR package with this patch.
