Implement IPMI communication which will replace the mocked data currently sent by quanta-dummy-plugin.

Currently whenever OOB agent make requests to quanta-plugin, it responds with some dummy data.

Instead it should have communicated with the server, probably using IPMI protocol, and send back the data received from the server side, to the OOB agent.

One can use any IPMI library (compatible with Apache 2.0 licensing terms) to help the plugin to talk to and fetch the required data from the server.
