core (dropdowns): positioned overlay

With the generic overlay and refactor of modal completed in #5200, the next step is a positioned overlay. These will form the basis for all our trapped overlay components like dropdown menus, signposts, etc.

MVP is not currently planning on adding the smarts. But it may. Just depends on how this first pass goes.
