To support both arm64 Linux and Darwin (M1 Macs), we'll add initial ARM support for unmanaged-cluster. Initial is called out here because there are a few caveats. Namely:

  1. Not all packages have arm64 container images.
  2. We'll need to use a custom version of kapp-controller

However, this is largely a net-gain as it will enable arm64 users to start using unmanaged-cluster
