Summary
Design how to improve multi-cluster support in Kubeapps

Background and rationale
It is possible to configure Kubeapps to target other clusters when deploying a chart, in addition to the cluster on which Kubeapps is itself deployed. However, the experience and scenarios for multi-cluster support should be revisited.

Description
In addition to #5145 to analyze the current scenario for multi-cluster support, it is necessary to explore and design how the experience and architecture for multi-cluster configuration could be improved.

Acceptance criteria

  • Design document for multi-cluster support in Kubeapps is available
  • Design document for multi-cluster support has been shared with the community and it is approved
  • Design proposal is included in the list of proposals
