Implementation of package repository for Helm plugin

Once package repository API is defined (and implemented for Flux plugin), it is time to implement it for Helm plugin.

Acceptance criteria:

  • Package repository API is implemented for Helm plugin.
  • Unit tests for Helm plugin are implemented.
  • End-2-end test for Helm plugin is implemented.
  • UI for package repository is not included in the scope of this EPIC.
