Description of the change
Updates the
deploy-devmake target, which sets up kubeapps on a kind cluster, to do so both with helm3 and for kubeapps running helm3.Benefits
Really just benefiting myself (currently using this env for all development)
Possible drawbacks
I won't land this yet, but will keep it handy for helm3 work.
