Description of the change

After an internal conversation, we noticed we haven't documented how to run our apprepo sync behind a proxy. This PR is to document that (regardless of any future action we should carry out for ensuring the feature parity in the new Repos API).

Benefits

Users will have a piece of documentation on how to run sync jobs behind a proxy.
