Save backup progress updates to object storage #2560

closes #2559

Verified the unit test fails before the fix, and passes after. Also verified manually that the progress info is now properly saved into object storage.

I also noticed that there were some missing kubebuilder tags on the API type, so I added them, but they don't seem to matter one way or another here.
