Improve thermal performance on RK3399 nanopi boards #20456

The FAN53555 regulator is used to control the 2 A72 CPUs (called big) and the Mali GPU. Besides the fact to add panfrost support this allows to control the CPU frequency (with cpufreq) as well as the GPU one.

This lead to a reduction of approximately 15C of a nanopi-m4 board
