Hey, I currently don't have an OpenCV dev environment, so I've made a Dockerfile and tested the build. I've used the pre-recorded videos, because passing a webcam through Docker is a bit more complicated.

You can check the Dockerfile for instructions on installing OpenCV and required libraries on your PC.
I've tested the build with OpenCV v 3.1.0.
