Fixes to the main Russian mapping

Hello! Noted some incorrect transliteration a while ago and propose a fix.

📕 General Information

We have several government standards (GOST, passport) which suck. In the real life we mostly do not use j as replacement for й, as well as je for э. By 'real life' I mean transliteration in the largest map service in Russia called Yandex.Maps, streets and public transport stops in Moscow, Sochi, Perm and other cities, URLs in the news websites.

• И changed from Ich to I. I have no idea why it has been approved by Russians in Is Russian to ASCII correct? #3, but it is totally wrong.
• Й changed from J to Y and й changed from j to y.
