Match the date-time format to the ISO8601 specification.
This now allows a timezone to be given in a specific format (eg +01:30), or for it not to be given at all (the specification says these should be treated as date-times in the local timezone).

I'll add this shortly - fixing some broken tests with recent changes, but I agree, it would be good to have this.
