Creation of blank confluence.cfg.xml was preventing confluence from starting after install

Thanks for merging. Do these warrant a 3.2.1 release? Or maybe further with #184 merged? |

Confluence (at least as of 6.14.1, maybe it worked in the past) won't start with blank confluence.cfg.xml. Since the presence of this file prevents a fresh confluence install from starting, I propose it simply not be created.
