I’ve added utility API
These APIs allow 3rd parties to highlight the elements of a component in the custom inspector.
In the Vue i18n use case, it's the i18n resources inspector.
The i18n resources inspector enumerates the scopes associated with a vue i18n component.
When the user selects a scope, it would be nice to be able to highlight the component to get a good DX.
