I've updated to move details on PR reviews to another table under "Processing pull requests": 3c524dd

This PR was created 3 weeks ago (2024-02-16) as part of an apparent need to write down basic guidelines for processing agenda and minutes. To the best of my knowledge, this guide reflects a running practice and it doesn't introduce changes out of the ordinary. It is important to have meeting minutes available to the public within a reasonable amount of time. As there are not objections to date, merging.
