adding rationale for the specification of track order and adding recommendation for authors #31

This requests proposes text to solve bug https://www.w3.org/Bugs/Public/show_bug.cgi?id=26716. It contains:

  • rationale for the specification of track order in our spec
  • recommendations for authors of application to use track ids rather than track order

This looks OK to me, with one minor edit. In the second sentence - HTML 5 is really HTML5 and WHATWG calls its spec HTML. Suggest changing "The HTML 5 specification" to "HTML".

I've fixed it using the same wording as in the introduction (using [[HTML5]]/[[HTML]]). We will probably need to decide at some point. But that's probably another bug.
