I suggest making it easier to link to specific points in the list of unacceptable behaviors by adding anchors to each entry. For an example of this, see how each entry in the tooling requirements in the Process have their own anchors: https://www.w3.org/2023/Process-20230612/#tooling

The same would be convenient in the list of expected behaviors too, though I'd say it's less important.
