Reason for edit: positive language about how to behave listed in Code based on contemporary CoCs

Thank you @TzviyaSiegman, I like the direction of the changes but I hope this is only the beginning. Logically, we should probably start the Code with clear and concise definitions of the types of unacceptable behavior W3C community will never tolerate (see, I can live with the word "never" in the right context), followed by a collection of recommendations outlining the kind of expected behaviors (worded as a friendly advice) that makes one a good W3C citizen, similar to "similarities and differences" section you just added. I am sure there are many more parts of PWETF proposal (see #7) and Immersive Web CoC we can adopt!
