This was discussed on the APA WG call today (minutes).

I had an additional thought on this since the APA WG call: what is an AT? For some users, an AT may be an application or OS setting change that is not necessarily specialist installed software or hardware. (Though I take the point that this initiative is most likely trying to protect the people who have more profound, rather than moderate, access needs.)
