Editorial: Add missing implicit values section for timer role #1905

Closes #1904

The timer role table was missing that it has an implicit value for aria-live. This patch adds that missing row.

Approved. I also confirmed that the timer role has a default aria-live value of "off" in Chromium. No changes needed over there.
