I agree with the intent here but I'm not sure if a Note is actually strong enough. There have been efforts made in this direction in the past (e.g. the TTML1 API) that never went anywhere, but if such a thing were defined we should probably have the option to create a Recommendation rather than restricting ourselves to a Note. I'm not sure the best way to give ourselves this flexibility in terms of the Charter. |
