They should, but I don't think it has any effect (until we add APIs which make them observable, which at least for referrer I believe we don't want to be doing).

I think we can close this. There's no other natural choice.

I do think referrer policy is probably observable, when doing static imports. Maybe that'd be good to write tests for, but we should track that elsewhere, if we want to.
