[css-logical] section on 'background-repeat' doesn't define the new syntax #2823

The section on background-repeat appears to add new syntax to the background-repeat property, but it doesn't actually define that syntax. It should. (Is it introducing an optional logical keyword at the start as for the four-directional shorthands?)

I got here from w3ctag/design-reviews#286.
