ISO and IEC use modal verbs (such as "shall" and "should") differently 
from IETF.

Since the IDPF board is favor of standardization at ISO and/or IEC, 
I think that we should follow ISO and IEC rather than IETF.

We will not change modal verbs at this point. In the event of a future ISO 
standardization process, there are clearly many other changes that would need 
to be done to the documents. We prefer to do all such changes at once.
