CFC: Publish FPWD of HTML5.3

This is a Call For Consensus (CFC) to publish the First Public Working Draft (FPWD) of HTML5.3, based on the current Editor's Draft.

Substantive changes since HTML5.2 are noted in the Changes section. Note that discussions about the autocapitalize attribute are ongoing. Details of all commits can be found in the Github commit log.

Please respond to this CFC by the end of day on Sunday 10th December. To support the proposal, add a "thumbs up" to this comment. If you don't support
the proposal, add a "thumbs down" and post your reasons in a comment.

If you choose not to respond it will be taken as silent support for the proposal. Actual responses are preferred however.
